Licence
This course in OHS consultation has been developed by WorkCover NSW to meet the training requirements for OHS committees and OHS representatives, as stated in the OHS Regulation 2001.
Course Description
The course in OHS consultation is designed for:
- OHS committee members
- OHS representatives
- persons involved in other agreed arrangements
Course Aim:
This course aims to provide participants with:
- knowledge and skills necessary to apply the principles of workplace OHS consultation as an integral part of an effective OHS management system (OHSMS)
- appropriate attitudes to enable OHS committee members and OHS representatives to effectively carry out their functions under OHS legislation

Full Course
There is an expected 24 hours of study
Unit course. A range of short course options for those who may not need the full training programme such as a one day update course or training for managers.
Proposed target groups
This course is designed for people who have a broad role, or major component of their role in the OHS Committee's.
Language, Literacy and Numeracy Support
Support is available to participants with language, literacy or numeracy concerns and should be discussed at the time of enrolment. Refer to student handbook. However, successful completion of this course requires computer skills, be able to read English satisfactory.

Student Support.
This is vital that the student fully understands his/her options in gaining assistance when required. In the programme, there are several ways to communicate or ask for help. Enrolment
Upon entry into the course, there is a entry interview with the student to ascertain special study requirements and evaluation of the course. RPL will be explained to the student in detail to ascertain if there are any exceptions for the course. There is a comprehensive RPL document that all trainers have access to as well as the students. It is vital at this interview that the trainer in association with Allens Training identifies, negotiates, plans and implements appropriate learning and assessment strategy to meet the needs of every client.
Course Prerequisites
There are no restrictions on entry to this course. Participants with language literacy and numeracy issues should discuss their options with staff prior to enrolment.
Assessment
During the course there are group assessments to be completed.
BACKGROUND OF THE COURSE
The NSW Occupational Health and Safety Act 2000 requires all employers to consult with employees on health, safety and welfare issues regardless of how many employees there are in the organisation. Section 16 of the Act outlines the three ways in which consultation may be undertaken:
1. An Occupational Health and Safety Consultation Committee is to be established at the request of a majority of employees if the employer employs 20 or more staff.
2. An Occupational Health and Safety Representative is to be elected if at least one person employed by an employer requests it.
3. There can be other agreed arrangements for consultation to take place between an employer and employees. These arrangements are to be made in accordance with the requirements of the NSW Occupational Health and Safety Regulation 2001.
Under the legislation, each member of an Occupational Health and Safety Consultation Committee or elected OHS Representative must attend an appropriate accredited course. The Workers Health Centre provides this officially accredited course, developed by WorkCover NSW. The course is made up of seven modules and has a nominal duration of 4 days. The content is:

- Employers' duties under the NSW OHS legislation
- OHS obligations of individuals
2. OHS Consultation in the workplace
- How, when, where and why consultation should be conducted in the workplace
- Role and functions of OHS committees and OHS representatives
- Elements of effective and meaningful communication
- Developing a basic protocol for ensuring effective communication between OHS representatives, OHS committee members and management
- Problem-solving techniques
3. Systematic Management of Health and Safety
- The importance of a systematic approach to OHS management
- OHS policy and programs
- The OHS risk management process
- Tools for systematically managing safety
4. Action Learning Exercises
- Hazard identification and risk assessment activities
- Appropriate control measures based on risk assessment and the hierarchy of control
5. Continuous Improvement of OHS Systems
- Methods of ensuring continuous improvement in OHS
- Techniques that can be used to monitor and review the effectiveness of safety management
6. Summary and Conclusion
- Review of elements of effective meaningful consultation
